    Turkey Tax Number (Vergi Numarası): What It Is and How Foreigners Get One

    Foreigners dealing with property, banking, taxes or other official transactions in Turkey may be asked for a tax identification number, commonly referred to as a vergi numarası or, more formally, Vergi Kimlik Numarası (VKN). A foreigner who does not yet have a Turkish Foreigner Identity Number can obtain a potential tax identification number through the Revenue Administration. The number serves as an administrative identifier and can be used for transactions that require tax identification. It should not, however, be confused with residence status, a residence permit or tax residency.

    What Is a Turkish Tax Number for Foreigners?

    A Turkish tax number identifies a person in the Revenue Administration's systems and in transactions where tax identification is required. For foreigners who do not have a Foreigner Identity Number (Yabancı Kimlik Numarası or YKN), the Revenue Administration can issue what it calls a Potential Tax Identification Number. The current Digital Tax Office includes a dedicated application service for foreigners.

    This does not mean that every person who receives a tax number has registered as a business or automatically owes tax in Turkey.     A tax number can become relevant when a foreign national enters a transaction in which the institution involved is required to identify the parties for tax purposes. The exact identifier required may depend on whether the person already has a YKN.

    Property transactions are one clear example. Turkish title deed rules require tax identification information to be recorded for the parties to a transaction, and the Revenue Administration's current title deed fee payment system accepts a Turkish ID number, Foreigner Identity Number or Tax Identification Number.

    Tax identification can also be relevant in banking and financial transactions. Turkish tax-number regulations require financial institutions to identify customers for covered banking and financial services, although the documentation a particular bank requests from a foreign customer can go well beyond the tax number itself.

    In practical terms, foreigners may encounter a request for a tax identifier when dealing with:

    • property purchase and title deed procedures;

    • certain tax and government fee payments;

    • some banking and financial transactions;

    • transactions where a government body or regulated institution must record a tax identifier.

    A tax number should therefore be viewed as one part of the documentation process rather than as a universal permit to complete these transactions.

    How Can a Foreigner Get a Turkish Tax Number Online?

    The Turkish Revenue Administration currently provides a Potential Tax Number Application for Foreigners through its Digital Tax Office. The public application form asks for personal and identification details including the applicant's name, surname, gender, identity information where applicable, country, passport number, mobile phone number and address.

    The process can be approached in the following order:

    1. Open the Turkish Revenue Administration's Digital Tax Office.

    2. Select Potential Tax Identification Number Application for foreigners.

    3. Enter your personal details exactly as they appear in your identification documents.

    4. Provide the requested passport and contact information.

    5. Check the information carefully before accepting the declaration that the details are accurate.

    6. Submit the application and keep a copy or record of the tax identification information produced by the system.

    The online route is particularly useful for someone who needs a potential tax number before completing another administrative transaction.

    Enter names and passport details consistently. A spelling difference, changed passport number or inconsistent personal information can create problems later when another institution tries to match the tax record with your identification documents.

    How Can You Apply at a Tax Office?

    Foreign nationals can also obtain a potential tax identification number through a Turkish tax office. Revenue Administration guidance states that a foreign individual who does not have an activity requiring full taxpayer registration may apply to any tax office for a potential tax number.

    For an in-person application, official guidance refers to presenting either:

    • a notarised copy of the passport, or

    • the original passport together with a photocopy, so the tax office can verify the copy.

    More detailed Revenue Administration procedural guidance for foreigners without a YKN also refers to an application or petition containing the applicant's address.

    If the foreigner is not merely requesting an identification number but is actually establishing a taxpayer registration because of taxable business or professional activity, additional documents can be required. The simple potential-tax-number procedure should not be confused with full taxpayer registration.

    What Information Should You Prepare Before Applying?

    The information needed differs slightly between the digital and in-person routes.

    Keep the spelling of your name consistent across your passport, tax records, banking documents and property documents. Transliteration differences can be more important than they initially appear when separate administrative systems need to match the same person.

    What Is the Difference Between a Tax Number and a Foreigner Identity Number?

    The Potential Tax Identification Number and the Foreigner Identity Number (YKN) are not the same thing, even though both may be used for identification in Turkish government systems.

    A YKN is an 11-digit identity number assigned to foreigners who are registered in the relevant Turkish identity and immigration systems. Official e-Government guidance notes that these numbers generally begin with 99.

    A potential tax number, by contrast, is issued through the Revenue Administration to a foreigner who needs tax identification but does not yet have the relevant Turkish identity number.

    The distinction becomes particularly important after a YKN has been assigned. Revenue Administration procedural guidance states that, for foreigners who have a YKN, the YKN is used as the tax identification number for transactions covered by the relevant tax-number rules.

    If you already have a YKN, do not automatically assume that you need to apply for another potential tax number. For many covered transactions, the YKN is the tax identifier that should be used.

    Does a Turkish Tax Number Make You a Tax Resident?

    No. Obtaining a Turkish tax number is not the same as becoming tax resident in Turkey.

    Tax residence is determined under separate tax rules. Turkish income tax rules generally distinguish between people considered resident in Turkey and non-residents. Residence can depend on factors such as having a domicile in Turkey or, subject to statutory exceptions, staying in Turkey continuously for more than six months within a calendar year. Non-residents are generally taxed in Turkey on Turkish-source income rather than simply because they possess a tax identification number.

    Double-tax treaties and the individual's specific circumstances can also affect the final tax position.

    Tax number, tax liability and tax residency are three different concepts. A person can have a Turkish tax number without becoming resident in Turkey for tax purposes.

    Can You Buy Property in Turkey With a Potential Tax Number?

    A foreign buyer may need a tax identifier as part of the property purchase process. Turkish title deed regulations provide for tax identification information to be included in official property transaction records, while the Revenue Administration's title deed fee system accepts a Turkish ID number, YKN or tax identification number.

    For someone buying property before receiving a YKN, obtaining a potential tax identification number can therefore be an important administrative step.

    The tax number itself does not determine whether the foreign buyer is legally eligible to acquire a particular property. Foreign ownership rules, property location, title status, restrictions and the buyer's circumstances still need to be checked separately.

    A tax number only solves the identification part of the transaction. It does not confirm that the property is legally suitable for foreign ownership, clear of restrictions or appropriate for a residence or citizenship application.

    Does a Tax Number Guarantee That a Bank Will Open an Account?

    No. Having a tax number may satisfy one identification requirement, but it does not guarantee that a Turkish bank will open an account.

    Banks operate under customer identification, compliance and risk-management requirements and may request additional documentation depending on the applicant. These requirements can differ between banks and between customers.

    A foreign applicant may therefore be asked for documents such as a passport, proof of address or other identification and financial information in addition to a tax number.

    The useful distinction is simple: the tax number may be required for the process, but it is not necessarily sufficient to complete the process.

    What If You Later Receive a YKN?

    If you first obtain a potential tax number and later receive a YKN, the way you identify yourself in Turkish systems can change.

    Revenue Administration guidance provides that foreigners who have a YKN use the YKN as their tax identification number in transactions covered by the relevant rules.

    This means that after receiving a YKN, you should check which number the bank, title deed office, tax office or other institution expects rather than continuing to use the potential tax number automatically.

    If records appear inconsistent, or an institution cannot match your earlier tax record with your new identity information, the safest approach is to have the details checked by the Revenue Administration rather than submitting repeated applications for new numbers.

    Common Problems When Applying for or Using a Tax Number

    Most problems are administrative rather than legal. They usually involve information that does not match across different systems.

    Your name is entered differently

    Names with several components, different alphabets or varying transliterations can be recorded differently. Use the passport version of your name whenever the system requests passport-based identification.

    You changed your passport

    If a transaction is linked to passport information that has since changed, an institution may need updated identification before it can match the record correctly.

    You already have a YKN

    A foreigner who already has a YKN may not need a separate potential tax number for the transaction being completed. Check which identifier the relevant system requires.

    The online application does not work

    If the Digital Tax Office cannot process the application or the information cannot be matched, an in-person application at a tax office remains available under Revenue Administration procedures.

    Different institutions ask for different documents

    This does not necessarily mean the tax number is invalid. A bank, property authority or other institution may have separate identity, compliance or transaction-specific requirements beyond the tax number.

    What to Check Before Using Your Turkish Tax Number

    Before completing a significant transaction, confirm which identifier is currently attached to your official records. Someone without a YKN may use a potential tax identification number, while a person who has since received a YKN may be expected to use that number for covered transactions.

    Also make sure your name and passport details are consistent across the documents being submitted. For property, banking or other high-value transactions, the tax number should be treated as one administrative component of a wider verification process—not as proof that every legal, financial or immigration requirement has been met.
